Ms. ELIPINA MLAKI Ag. Board Chairperson

Ms. Mlaki’s experience in the Central Government, Public and Private Sectors, spans over 40 years, where she served in various capacities. Between 1978 and 1989, she worked as a Financial Analyst and Accountant reporting to the Treasury Registrar and Commissioner for Public Investments, in the Ministry of Finance. Thereafter, in 1989 she was promoted to a Senior Government Accountant; managing and analyzing Government Investments and coordinating Privatization and Reforms of Public Enterprises. In 1999 Ms. Mlaki was promoted to the position of Assistant Treasury Registrar, overseeing in all aspects of operations and performance of all Investments in the Public Enterprises.

Ms. Mlaki is an approved Accountant with the National Board of Accountants and Auditors Tanzania (NBAA). She holds among others an MBA (Finance) from Minnesota USA (Mankato State University) and a Degree in Economics (General) from Tokyo Japan. Ms. Mlaki has been a Chairperson and Board Member of several Boards of various Public and Private Corporations, both national and multinational, at various periods while employed by the Ministry of Finance. As well as a Chairperson and Member of national and international Committees and Special Task Forces. She has been serving in the capacity of Ag. Chairperson of UTT PID Board since July 2013.

Ms. JANET MMARI Director, Chairperson of Investment Committee

Ms. Mmari has been serving in the capacity of Board member since July 2013, she holds an MBA from the University of Illinois (Urbana Champaign) USA 1992, Economics Certificate - Economic Institute, Boulder Colorado (EI) (1990). She has a strong accounting background - a Chartered Certified Accountant (ACCA) 1977 and a CPA (T) since 1982. Attended courses in Strategic Negotiations at Kennedy School (Harvard), Information Technology (IT), International Business, International Education, Topical issues in Finance and Accounting and a specialization in Business Management Systems (BMS) through International Trade Centre (ITC).

She initially worked with Coopers and Lybrand now Price Water House Coopers for 13 years rising to a Senior Consultant. She has done consultancy work in areas of Systems design and implementation, Auditing and Investigation, Accounting, Liquidation, and General Management.


Dr. Hamis Kibola is a lawyer by profession, Holds a PhD in Law, LLM and LLB (Hons) from the University of Dar es Salaam. He also holds a Postgraduate Diploma in European Integration from the University of Amsterdam. Has worked as a Lecturer, first at the Faculty of Law, University of Dar es Salaam and later at the Centre for Foreign Relations also in Dar es Salaam. He also worked at the Central Bank as Principal Legal Officer and later seconded to the then Preferential Trade Area for Eastern and Southern Africa (now COMESA) where he coordinated a project on Study of Trade and Investment Laws of the Region.

He was a member of the Advisory Committee for the Establishment of the Dar es Salaam Stock Exchange. Dr Kibola was the first Chief Executive of the Dar es Salaam Stock Exchange, and is currently the Chief Executive Officer of UTT Assets Management and Investors Services Plc (UTT AMIS).


Mr. Bujulu holds a Msc - Civil Engineering (Southompton - UK), Bsc Civil Engineering - University of Dar es Salaam. He is a Registered Engineer with ERB and Senior Member of Institution of Engineers. He is currently working with Prime Minister's office - Regional Administration & Local Government as a Senior Project Engineer/Procurement Specialist, involved in Strategic Cities Project 2010 to-date, Local Government Support Project 2005-2010, Urban Sector Rehabilitation Project 1999-2004. He has been serving as UTT - PID Board Member since July 2013..

MR. PAUL ANDREW MAGANGA Director, Chairperson of Audit and Finance Committee

Mr. Maganga has a vast experience in matters related to domestic markets and is currently working with Bank of Tanzania as Associate Director (Domestic Markets department). The Domestic Markets department of BOT deals mainly with the implementations of monetary policy of the Bank through open market operations. He was trained in Tanzania as well as other countries such as USA, Switzerland. Apart from other professional and academic qualifications, he possesses Master of Business Administration from University of Dar es Salaam. He has been serving as UTT-PID Board Member since July 2013.
